I'm pretty sure Pulsar in Melbourne plan to give the bonus disc away with every purchase for the first 2 months, regardless of whether you pre-order or not. Don't know if other stores are doing this though, but the trend might catch on.

ocarina of time is only meant to come with preorders, but pulsar has a tendancy to break rules in terms of game deployment and distribution dates/offers

hence how i got nwn 2 days before release date :D

I hope that you will still be able to get the OoT disc a bit later on, seeing as I don't have a gamecube just yet :(
